DeVELOPMENT OF THE ENERGY EFFIENCY IN THE BUILDINGS OF THE OFFICE OF THE IMMIGRATION AND NATIONALITY AND THE POLICE

Aim of the project

The comprehensive aim of the project is to improve the staff’s working conditions according to the regulation on energy efficiency by reconstructon three buildings of the OIN (and 6 buildings of the police) and the circumstances of the clients’ safe accommodation.

Indicators of the main activities

For the reason of cost and energy efficiency operation furthermore for the efficient and effective work the following specific purposes have been identified: modernization and rehabilitation for the cost efficiency function, the modernization of the infrastructure of heating, domestic water system, sewerage system, lighting and electrical network. The usage of renewable energy resources, the increase of personal and property safety by modern security technologies.

OPERATING INTERNATIONAL LIAISON OFFICERS’ NETWORK AND DEVELOPING THE COOPERATION WITH MEMBER STATES (ILO 5.)

Aim of the project

In this project we would like to maintain the presence of international liaison officers in Cairo, in Ankara and in Hanoi regarding the strategic relevance in the relevant migration aspects of all three areas.

Indicators of the main activities

As a result of the international liaison officers’ work the number of the illegal admission was increased 500% to the result of ILO IV. 2012 project. In every station, participation in 30 in overall 90 meetings is predicted. Approximately 250 direct requests could be counted referred to the networking with local authorities, the local members of the ILO network, cooperation with partners during the two and a half year period. Furthermore, a special report is made by every ILO once a month.

DEVELOPING THE STATISTICAL INTERFACE TO THE ALIEN POLICING DATA COLLECTIONS

Aim of the project

The aim of the project was to ensure at higher level border policing data collection in the framework of the project of the European Integration Fund 2012 called “Pilot project for the development of the statistical data collection” which has developed the system of the statistical data collection of the Office for the Eurostat, international organizations, domestic partner organizations such as National Police Headquarters and users determined by the Act II of 2007.

In the framework of the project the data connection was based between the statistical data collection and the other data collection (so called BTT and IDR version “J”) in parallel with improving the pilot project for the development of the statistical data collection financed by the European Integration Fund.

DEVELOPING THE ORERATION OF  THE INTERNATIONAL LIAISON OFFICERS’ NETWORK IN KENYA

Aim of the project

The project aims at combating irregular migration from and through Kenya and its neighbouring countries towards the EU.

Indicators of the main activities

As a result of the ILO’s work the planned number of the visa advices is around 1500 at the Hungarian Consulates and project partner Romanian consulates in Nairobi, Abuja and Addis Abeba. The mission of the ILO is to get contact with the local authorities, the local ILO network’s members, in the framework of quality development to ensure 6 times training (alone or cooperation with other ILOs) for 120 members of the local airlines, furthermore to take part in 24 bilateral or multilateral meetings. Furthermore, a special report is requested in every two month, 12 times professional visits have to be prepared to Ethiopia and Nigeria, and two annual regional ILO conferences have to be organized.

Indicators of the main activities

As a result of the ILO’s work the planned number of the visa advices is around 1500 at the Hungarian Consulate in Algiers and at the project partner, Romania’s consular office. The mission of the ILO is to get contact with the local authorities, the local ILO network’s members, in the framework of quality development to ensure 6 times training for 120 members of the local airlines, furthermore to take part in 12 bilateral and multilateral meetings. TRAINING FOR LOCAL ADMINISTRATIVE EXPERTS 4.

Period for implementation of the project

01.01.2014 –30.06.2014

Aim of the project

The aim of the project was to contribute to the development of the current structures of integration of third-country nationals, by strengthening the migrant-specific dimension of the local and regional administration.

Indicators of the main activities

To achieve this goal, training were organized focusing on migrant-specific professional, legal, document security subjects, as well as Arabic and Chinese culture for those employees of special directorates of the government offices, who most frequently get into contact with third country nationals legally residing in Hungary during their daily work.

INTERCULTURAL TRAINING FOR LOCAL DESK OFFICERS

Period for implementation of the project

01.01.2013 – 31.03.2014

Aim of the project

The direct aim of the project was to develop intercultural skills of local desk officers who are in direct contact with third country nationals legally residing in the territory of Hungary.

Indicators of the main activities

As a result of the two-module training -which is the main element of the project - (1 intercultural training, 2 Arabic and Chinese culture) 29 desk officers would work at the local customer services, who have intercultural knowledge and competence. Both of the spring and autumn module 84 % of the participants declared that it met their expectations and 27 of the 29 participants said that they found the knowledge acquired during training useful in their work.

To ensure the sustainability of the training, an intercultural handbook was prepared by the instructors, which is available at the website of the Office for the whole staff.

INTERCULTURAL AND LANGUAGE TRANING FOR LOCAL DESK OFFICERS

01.04.2014 – 30.06.2015

Aim of the project

The direct aim of the project is to develop intercultural skills and English knowledge of local desk officers who are in direct contact with third country nationals legally residing in the territory of Hungary.

Indicators of the main activities

As a result of the two-module training (each 104 hours long) -which is the main element of the project - (1 intercultural training, 2 Arabic and Chinese culture) and 120 hours long English language training, as supplementary element at least 30 desk officers would work at the local customer services, who have intercultural knowledge and competence and 61 English speaking desk officers would work, who could get in contact with third country nationals easier. According to our plan at least 80 % of the participant would find the knowledge acquired during trainings useful in their work.

MEDIA COURSE II.

Period for implementation of the project

Aim of the project

The aim of the project was to promote the appearance of the punctually formulated, objective articles and reports in order to increase Hungarian society’s public awareness in connection with the migration and integration.

Indicators of the main activities

The main elements of the project were the training of 86 journalists, television or radio technicians, school media students in order to have good groundings in the field of immigration and migration, for the participants would be compiled a press release per month, as well as to make questionnaire survey regarding the opinion about the media communication of the Office, to discuss it, based on that to compose a recommendation with development proposals.

PILOT PROJECT FOR THE DEVELOPMENT OF THE STATISTICAL DATA COLLECTION

Period for implementation of the project

01.04.2013 – 30.06.2014

Aim of the project

The aim of the project was the development of the statistical system integrating relevant statistical data on third country nationals of the Office of Immigration and Nationality (supported by the Central Office for Administrative and Electronic Public Services), furthermore the coordination of the activity of governmental organizations dealing with data collection on third country nationals.

Indicators of the main activities

In the framework of the project a new statistical system was developed, which directly obtains data from the existing systems, so the establishment of the data connection between the statistical system and the special migration databases was necessary. With regard to the fact that development equally refers to the special systems of the Central Office for Administrative and Electronic Public Services, the COAEPS is involved as a project partner into the project. In addiction to the development professional forums were held every two month (total of 7 times) for experts working of National Tax and Customs Administration, National Health Insurance Fund Administration, Central Administration of National Pension Insurance, Hungarian Central Statistical Office, Public Employment Service, Ministry of Human Resources, the Central Office for Administrative and Electronic Public Services and the staff of the Office of Immigration and Nationality working in the field of statistics to discuss relevant and actual professional issues.

WEBSITE DEVELOPMENT FOR THE HIGH-QUALITY CUSTOMER INFORMATION

Aim of the project

The aim of the project was to create a customer- friendly and modern website with easy access to information and interactive surfaces in order to improve the communication between the customers and the Office by using the 21st century tools.

Indicators of the main activities

The main elements of the project were the survey of customer-needs , the website development of the Office, the creation of a customer-friendly and comprehensive content available on the website, making the full content available in two foreign languages (EN, DE) and creating a system ensured the continuous updating of the website

THE MODERNISATION OF THE INFORMATION COMMUNATION SERVICES OF THE OFFICE

Aim of the project

The aim of the project was to facilitate the efficiency if the authorization procedures and integration services more accessible to third country nationals through operating the OIN Call Centre and making the already existing information services available different languages.

Indicators of the main activities

A permanent Call Centre –operating with two employees- was established in the framework of the project, to where third country nationals entitled to reside here legally could ask for help and assistance in order to get information on different types of authorization procedures and to promote their social integration (such as information on the actual vocational and promotion of job-seeking projects granted by civil society organizations)

As a supplementary activity, the content of 30 information panels at the customer services would make available in seven languages (HU, EN, DE,  FR, RU, CHN, SR) supporting the smooth administration by the Office’s clients.

PSYCHO-SOCIAL ASSISTANCE IN THE COMMUNITY SHELTER IN BALASSAGYARMAT II.

Aim of the project

The aim of the project was to provide information on return in time and improve the methods and tools of preparation.

Indicators of the main activities

Within the framework of the project we ensured psycho-social assistance before return and re-integration trainings to the target group in the Community Shelter, like the previous projects. New element of the project was the provision of medical care (psychiatric and dental care) and supplementary food packet (sustainable food.) We have involved Menedék - Hungarian Association for Migrants as partner organisation which would be ensured the necessary professional background.

QUALITY DEVELOPMENT DURING THE FORCED RETURN BY AIR 5.

Period for implementation of the project

16.02.2013 – 15.02.2014

Aim of the project

The aim of the project was to ensure smooth and efficient transfer of returnees into the country of origin through the quality development in the course of forced return by air.

Indicators of the main activities

As a result of the project, transfer with professional assistance was ensured for 33 persons under forced return procedure, in case of need with medical escort (two occasions). As a new element of the project, a kind of initial reintegration support was ensured for the clients. 82% (27 persons) of the persons involved in the project were highly satisfied with the standard of the service.

QUALITY DEVELOPMENT DURING THE FORCED RETURN BY AIR 6.

Period for implementation of the project

16.02.2014 – 30.06.2015.

Aim of the project

The aim of the project is to ensure smooth and efficient transfer of returnees into the country of origin through the quality development in the course of forced return by air.

Indicators of the main activities

As a result of the project, transfer with professional assistance would be ensured for 50 persons under forced return procedure, in case of need with medical escort (four occasions). A kind of initial reintegration support would be ensured for the clients. We are planning to invite Consuls of third countries three times during the project who have no foreign representation in Hungary, to conduct consular interviews in order to ensure the requirements of return.

EXPERIENCE EXCHANGE WITH SWEDEN FOR FACILITATING OF VOLUNTARY RETURN

Period for implementation of the project

01.10.2013 – 30.05.2014

Aim of the project

The aim of the project was to study the tools of facilitation of voluntary return, especially the communication tools, preparation of the return in order to map the possibilities of their application in the Hungarian system.

In long term, the project aims to facilitate the voluntary return.

Indicators of the main activities

The main element of the project was an experience exchange with the colleagues of the Swedish Migration Board within the frame of a study visit. As an additional element, our Office ensured 2 colleagues’ participation at the GDISC Return Conference. After the visits, the experts have written professional reports with recommendations regarding the Hungarian system. As final element of the project, a professional seminar has been held with the participation of concerned colleagues from OIN, the IOM and the Hungarian partner organizations.

INTERNATIONAL EXPERIENCE EXCHANGE ON COUNTRY OF ORIGIN INFORMATION III. - PAKISTAN

Aim of the project

The aim of the project was the experts’ training working in the field of return and collection of country of origin information based on active experience exchange to have the possibility for cognition the practices and experiences of other Member States on return to Pakistan, to map the risks, on the other hand to ensure actual and in the administration procedure usable country of origin information in connection with Pakistan.

Indicators of the main activities

Experts from European countries with experience on the field of voluntary return regarding Pakistan were invited on a two-day training to give lectures provided for colleagues from Hungarian and international organizations. After the seminar, the 52 pages length recapitulative study could be learned by at least 110 experts.
